  5. 5Decisions we need from reviewers

1The rule

Nothing is said publicly until it sits in the data room with evidence.

This is the proposed rule for adoption. It covers posts, Spaces, interviews, applications, and statements made for the association. An unsupported historical claim stays in this ledger. It must not be repeated as established fact. A proposal must be called a proposal. A conversation, a support reply, a listing review, and an approved listing are different events.

Nancy (@NasdaqNancy) is the pseudonymous founder. John Calhoun (@johncalhooon) is the named Director and owns the technical half of the data room. Nancy owns the public claims record. John checks technical evidence. Gavin coordinates legal review with qualified counsel. The owner column assigns proposed follow-up responsibility. It does not establish a professional engagement or confirm the claim.

2Scope and status

This ledger covers substantive claims and commitments by the host or in association material found in the public-record research through 11 October 2026. The period starts on 28 September. It includes authored posts, agenda images, the draft CoinMarketCap profile, the diligence-plan images, and public Space claims described in that research. Full collected post text was checked where the research appendix used excerpts. Dates are Eastern time, UTC minus four hours. Space rows use the meeting date, even if the linked announcement was posted earlier.

Bare requests to call, greetings, jokes, personal device details, and reposts without added assertions are not separate association claims. Third-party comments do not become association statements merely because someone attended a Space. Policy proposals and predictions are labeled as such. Related parts of one claim share a row. Repeated material claims retain their post links. This is a bounded collection, not a claim that every post on X was captured.

  • verified: Evidence supports the exact, limited claim in the row. For a proposal or invitation, only its publication is verified. This does not verify delivery or adoption.
  • unverified: Evidence is missing, incomplete, conflicting, or does not support the stated scope. This does not mean false.
  • withdrawn: The speaker has expressly retracted the claim. Keep the original and add the dated public withdrawal.
  • corrected: A dated public correction and evidence support replacement wording. Preserve both versions.

No express withdrawal or public correction of the disputed claims has been authenticated for this draft. A contradiction is not silently marked corrected. A suggested correction is not an adopted statement.

This draft contains 139 rows: 27 verified within their stated limits and 112 unverified. Many verified rows establish only that a proposal or invitation was published. None verifies the claimed funding, legal formation, institutional agreements, Robinhood meeting, or an exchange listing commitment.

All hyperlinks below lead to public posts. Public primary documents are identified by publisher and title in the evidence notes. Private chat is not quoted or linked. A post proves that an assertion was made. It does not prove the asserted funding, meeting, legal status, or approval.

3Public claims

ID Date Claim in one line Public post Evidence status What would verify it, or what the evidence establishes Owner
C001 2026-09-28 A US association is being organized to raise BSV's price and recruit large liquidity providers. Post verified The post establishes an organizing announcement and stated aim only. Formation, money received, and any price effect need separate proof. Nancy
C002 2026-09-28 Calls and DMs are arriving about the association; Bitcoin Stripe Vision is proposed. Post unverified A consented contact summary would establish incoming interest. The branding phrase does not establish a Stripe relationship. Nancy
C003 2026-09-29 Funding is secured, institutional money is involved, and association places are nearly full. Post unverified Amount, provider, conditions, receipts or binding commitments, account control, and a defined membership capacity. Separate liquidity from operating funds. Nancy; John reviews records
C004 2026-09-29 Nancy has news that will permanently change BSV. Post unverified Identify the claimed event and supply dated evidence before making a concrete announcement. Nancy
C005 2026-09-29 Stripe, Visa, and an unnamed party reviewed the charter; an NDA covers the third party. Post 1, Post 2 unverified Authenticated counterparty identities, dated agendas and confirmation of scope. Counsel checks the NDA and permits any public summary. Nancy; counsel via Gavin
C006 2026-09-29 An agreement was reached with the tagged @Larryfinkpr account. Post unverified Independently authenticate the counterparty and obtain agreement terms and disclosure permission. The account was not authenticated as Larry Fink or BlackRock. Nancy; counsel via Gavin
C007 2026-09-29 Institutions are joining after years without effective BSV relationships. Post unverified Identify each relationship, stage, and counterparty confirmation. Broad claims about all prior work need a defined historical record. Nancy
C008 2026-09-29 A relisting is likely soon, and institutional money is being gathered for it. Post unverified A dated venue decision and authenticated funding records. This is a prediction, not an exchange commitment. Nancy
C009 2026-09-30 Nancy is taking institutional meetings after years of no outbound work or relationships. Post unverified A dated meeting register and counterparty confirmation. The universal claim about earlier work is unsupported. Nancy
C010 2026-09-30 A McDonald's call about blockchain is scheduled that day. Post unverified Authenticate the corporate participant, invitation, role, and agenda. A scheduled call would not prove adoption. Nancy
C011 2026-10-02 Large BSV purchases are unavailable on Coinbase or OKX; access alone explains its failure. Post unverified Dated venue and jurisdiction checks, order-size limits, and evidence for the causal claim. A failed purchase is not a complete diagnosis. Nancy; John
C012 2026-10-02 Further Visa and Stripe charter meetings and confidential follow-ups are taking place. Post unverified Separate scheduled from completed meetings. Obtain authenticated counterparty confirmation, scope, and permission to disclose. Nancy; counsel via Gavin
C013 2026-10-02 Bitcoin's market capitalization is nearing $2 trillion. Post unverified A timestamped price and circulating-supply source with calculation. Do not reuse the figure as current. John
C014 2026-10-02 No institution is using or considering BSV. Post unverified Define institution and activity, then check the evidence. Reconcile this with claims of institutional involvement. Nancy
C015 2026-10-02 BSV is available through smaller venues and wallets, but institutions buy only through major exchanges. Post unverified Dated venue availability and customer evidence. The categorical claim about institutional behavior is unsupported. Nancy; John
C016 2026-10-02 US participants are invited to join the new association. Post verified The post establishes the invitation. Membership, acceptance, and legal status require records. Nancy
C017 2026-10-02 AI agents have sent more than 1,000 messages to Coinbase executives and compliance staff. Post unverified Dated delivery logs, unique-recipient counts, operator identity, and method. Message volume is not customer demand. Proposed rule: agents count only and never message exchanges. Nancy; John
C018 2026-10-02 The association is intended to be based in the United States. Post verified The post establishes stated intent. A US filing, office, and legal status remain unverified. Nancy; counsel via Gavin
C019 2026-10-03 Formation documents were sent for signature on 3 October. Post unverified The dated documents and circulation record. Separately identify signatures returned and any filing. Nancy; counsel via Gavin
C020 2026-10-04 The association, called Bitcoin Special Vehicle, is working continuously on the reported problem. Post unverified Identify the problem, owners, work log, deliverables, and any counterparty response. This name is not proof of incorporation. Nancy
C021 2026-10-05 Formation documents are finished; participation is US-only and aimed at people with money. Post unverified Versioned documents, signatures, filing status, and membership rules. Compare the later worldwide invitation and statement that nothing was finalized. Nancy; counsel via Gavin
C022 2026-10-05 BSV has no live stock pairs, easy Coinbase purchases, or usable bank-payment access. Post unverified Dated product, venue, geography, and settlement checks. Define the scope of each claimed absence. John
C023 2026-10-05 Hyperliquid is on Bloomberg, tokenized stocks are live elsewhere, and BSV has one final opportunity. Post unverified Provider announcements and product scope for the first two claims. No evidence establishes a final deadline for BSV. Nancy; John
C024 2026-10-05 BSV was first to x402, tokenized stocks, and unbounded blocks. Post unverified Define each milestone and compare dated releases, deployments, and independent records across projects. John
C025 2026-10-05 Management sabotage, ego, and litigation drove institutions away; the new association is US-only. Post unverified Specific documented conduct and counterparty reasons for any factual allegation. The post establishes a stated membership preference only. Nancy; counsel via Gavin
C026 2026-10-05 The SEC opened tokenized stocks, the CFTC acted, and Base is listing pairs while BSV is absent. Post unverified Identify the exact orders, dates, jurisdictions, permissions, and live products. General legal claims need counsel's review. Counsel via Gavin; John
C027 2026-10-06 JPMorgan gave Solana an institutional settlement route that BSV could already support. Post unverified Official counterparty announcement, program scope, and technical comparison. The reviewed research did not verify the program. Nancy; John
C028 2026-10-06 Raising BSV's price is the association's stated objective. Post verified The reply establishes the stated objective only. No price outcome or adopted charter follows. Nancy
C029 2026-10-06 BSV lacks major exchange access, stablecoins, tokenized stocks, ETFs, and large-company communication. Post unverified Dated inventories and a defined scope for each claimed absence. Communication cannot be inferred from public silence. Nancy; John
C030 2026-10-06 Work is underway and the timing is favorable. Post 1, Post 2 unverified Identify tasks, owners, completed outputs, and the basis for the timing claim. Nancy
C031 2026-10-06 Solana has banking relationships while BSV has never had them. Post unverified Named counterparty records and a defined comparison period. A universal historical absence has not been established. Nancy
C032 2026-10-06 Institutions reject the BSV name because compliance and legal teams have flagged it. Post unverified Authenticated decision-maker feedback with exact reasons and scope. Do not convert unnamed conversations into a market-wide conclusion. Nancy; counsel via Gavin
C033 2026-10-06 Major undisclosed information explains selling, and people informed early are already acting. Post unverified Identify the event, source, timing, and evidence of the asserted connection to trading. Do not repeat an unsupported market-moving assertion. Nancy; counsel via Gavin
C034 2026-10-06 Nancy has begun telephone outreach. Post unverified Dated contact log and a consented summary. No successful institutional conversation follows from dialing. Nancy
C035 2026-10-06 Nancy proposes changing BSV's name. Post verified The post establishes a proposal. It supplies no authority, adoption, or exchange acceptance. Nancy
C036 2026-10-06 Hostile DMs caused a temporary departure from X, while association work would continue. Post unverified A privacy-preserving account of the reported messages and subsequent work. Do not publish private messages as evidence without permission. Nancy
C037 2026-10-07 The association is live, institutions are involved, and large-capital calls have occurred. Post unverified Legal status, an authenticated meeting register, and binding financial records. A resumed posting account does not establish these claims. Nancy
C038 2026-10-07 Work on Robinhood access is underway. Post unverified A task record and authenticated contacts with their roles and scope. Nancy
C039 2026-10-07 A public Space is proposed, with transparent decisions and priorities set by holders. Post verified The post establishes the proposal. Delivery requires recordings, minutes, voting rules, and decision records. Nancy
C040 2026-10-07 Institutions care about price recovery and have asked only about the falling price. Post unverified Counterparty-confirmed questions and defined scope. Do not assume all institutions share that priority. Nancy
C041 2026-10-07 The first public association Space is announced for 8 October. Post 1, Post 2, Post 3, Post 4 verified Public announcements and the recorded meeting establish organizing activity. They do not establish legal formation. Nancy
C042 2026-10-08 Meeting 1's agenda promises holder votes, captains, a founding roll, and 30-day deliverables. Post verified The image establishes agenda commitments only. Recorded tallies, appointments, eligibility, and deliverables are missing. The printed weekday is wrong: 8 October was Thursday. Nancy
C043 2026-10-08 The agenda describes stablecoin law, tokenized-stock permissions, and CLARITY as one vote away. Post unverified Exact legislation, official orders, legislative stage, dates, and counsel's interpretation. An agenda is not legal authority. Counsel via Gavin
C044 2026-10-08 A contract was sent to John Calhoun. Post unverified The dated contract and delivery record. A signature, office, or signing authority requires its own evidence. Nancy; John
C045 2026-10-08 The association is transparent and governed for its participants. Post unverified Published roles, minutes, decision rules, budget, and evidence access. A statement of intent alone does not demonstrate practice. Nancy; John
C046 2026-10-08 Meeting 1 is called for 6 p.m. Eastern and a public Space is opened. Post 1, Post 2 verified The announcement and public Space record establish the meeting. They do not validate every statement made in it. Nancy
C047 2026-10-08 The host says the X cashtag for BSV resolves to a Vanguard ETF. Public Space unverified A dated routing check in the relevant X clients. Cashtag routing, exchange symbols, and the network name are separate matters. John
C048 2026-10-08 The host gives July 2025 enactment, August 2026 proposal, and January 2027 effect dates for GENIUS rules. Public Space unverified Attach the enacted law and exact Federal Register notices. The earlier analysis does not itself authenticate each spoken date or legal effect. Counsel via Gavin
C049 2026-10-08 The host says a Solana settlement program with JPMorgan input launched on 6 October. Public Space unverified Official program announcement and confirmation from the named parties. No such source was established in the research. Nancy; John
C050 2026-10-08 The host says Gavin obtained a CoinMarketCap maximum-supply correction. Public Space unverified Before-and-after public records and a dated CMC change acknowledgement. Nancy; Gavin
C051 2026-10-08 The host says agents work continuously on relisting and daily exchange outreach is producing progress. Public Space unverified Work records and authenticated results. Automated messages do not establish demand or venue engagement. Nancy; John
C052 2026-10-08 The host cites $75 trillion in US equities, 45 percent of world equities, and $15.7 trillion in US ETFs. Public Space unverified Dated primary datasets, definitions, and calculations for each figure. John
C053 2026-10-08 The host cites $300 billion in stablecoins and $38 billion in tokenized assets, including $16 billion of Treasuries. Public Space unverified Dated datasets with coverage, definitions, the claimed 85-product count, and reserve evidence. John
C054 2026-10-08 The host cites a $2.8 billion BlackRock tokenized fund on eight chains, excluding BSV. Public Space unverified Fund administrator reports and dated network coverage. This does not establish an association relationship. Nancy; John
C055 2026-10-08 The host describes a four-step ETF route using six months of US futures and an approximately 75-day review. Public Space unverified Exact SEC orders and venue rules, eligibility analysis, an issuer, and counsel's review. No BSV ETF approval or timetable is established. Counsel via Gavin
C056 2026-10-08 The host says CME announced BCH futures for 19 October and links BCH and BSV price rises to the news. Public Space unverified Primary CME announcement and launch conditions, dated market data, and separate evidence for causation. Do not confuse an announcement with a launch. John; counsel via Gavin
C057 2026-10-08 The host says formation documents are being signed, but nothing is finalized. Public Space unverified Dated versions, executed signatures, and filing status. This conflicts with any reading of earlier posts as completed formation. Nancy; counsel via Gavin
C058 2026-10-08 The host proposes state representatives, possible Canada and Mexico participation, and a naming vote. Public Space verified The public discussion establishes proposals only. An appointment register and vote record would establish implementation. Nancy
C059 2026-10-08 The host endorses startup funding, an ecosystem directory, and outreach at very large daily scale. Public Space unverified A defined plan and deliverables; an official source for the discussed $1.5 million grant; evidence for capacity. No grant or mass outreach is authorized here. Nancy; John; counsel via Gavin
C060 2026-10-08 The host says no conversation with the existing BSV Association has occurred. Public Space unverified A dated contact register and agreed account of contact. Later invitations do not establish a formal relationship. Nancy; John
C061 2026-10-08 The host promises weekly public meetings, transparency, and progress-based accountability. Public Space verified The recording establishes the promise. A sustained meeting record, published minutes, and action log would establish delivery. Nancy
C062 2026-10-08 Holders set four priorities: naming and legal work, daily outreach, a representatives' chat, and a state roll. Post unverified Recording-backed minutes, votes, named owners, and records of delivered work. Gavin's involvement is not a legal retainer. Nancy; Gavin
C063 2026-10-08 A poll is published to choose the association's name. Post verified The public poll post exists. Options, final totals, eligibility, and binding authority remain unverified. Nancy
C064 2026-10-08 Coinbase is asked to relist BSV, implying it previously traded the asset. Post unverified Establish the exact prior product from Coinbase records. The earlier analysis says Coinbase supported withdrawals but never traded BSV. A correction is needed before reuse. Nancy; John
C065 2026-10-08 A quoted tokenized-stock message is endorsed as applying on BSV. Post unverified Obtain the full quoted post and clarify whether this is a product claim or a proposal. The collected reply alone is ambiguous. Nancy; John
C066 2026-10-08 CME is described as already having listed Bitcoin Cash. Post unverified Check product, announcement date, and actual trading start. A future launch announcement does not establish live trading. John
C067 2026-10-08 Nancy refers to eight votes while saying the team is focused on delivery. Post unverified Preserve the full poll results and date. This remark does not establish a final turnout count or mandate. Nancy
C068 2026-10-08 The association chat invitation includes people outside the United States. Post verified The public invitation establishes the change in stated participation scope. Legal membership rules remain unresolved. Nancy
C069 2026-10-08 An invitation failed because the recipient needed to upgrade to X Chat. Post unverified A redacted error record and recipient confirmation. This does not establish total membership or who joined. Nancy
C070 2026-10-08 Large numbers of Kraken users want to buy BSV. Post unverified Consented, dated, deduplicated evidence of Kraken customer demand, separate from reposts and repeated requests. Nancy; John
C071 2026-10-09 Association priorities are already being carried out. Post unverified Named owners, dated outputs, and a progress register. Nancy
C072 2026-10-09 BSV is the original protocol, has unbounded blocks, and was first to x402 and tokenized equities. Post unverified Define each technical and historical claim, then provide code history, releases, limits, and comparable deployment evidence. John
C073 2026-10-09 The association is live, institutions are asking, capital is moving, and users want large purchases. Post unverified Formation evidence, authenticated contacts, funding records, and deduplicated demand. Nancy; John
C074 2026-10-09 Delistings were caused by ego and litigation, not chain security. Post 1, Post 2 unverified Venue-specific notices and decision evidence. Robinhood's 2022 Form 10-K separately records BSV security risk, so the blanket exclusion is unsupported. Nancy; counsel via Gavin
C075 2026-10-09 Repeated public pressure is influencing exchanges, and formation is being completed. Post 1, Post 2 unverified Counterparty feedback and dated legal milestones. Post volume alone proves neither result. Nancy
C076 2026-10-09 BSV Esq. has been added to the group. Post unverified A consented participation confirmation. Chat participation is not a legal engagement or appointment. Nancy
C077 2026-10-09 OKX delisted BSV spot in July 2025, and holders still want its liquidity. Post unverified The official delisting notice and dated customer-demand evidence. A request to reconsider is not a listing review. Nancy; John
C078 2026-10-09 BSV has recent x402 developments worth discussing with Base's team. Post unverified Identify public releases, dates, functionality, and maintainers. The invitation does not establish a meeting. John
C079 2026-10-09 BSV recently processed 12.3 million transactions and its chart rose sharply. Post unverified Specify the interval and chart, then provide reproducible chain counts and market data. Transactions are not unique customers. John
C080 2026-10-09 A closed holder vote selected BSV USA as the association's name. Post unverified Poll options, closing timestamp, totals, electorate, and recorded adoption. The API collection did not supply final poll data. Nancy
C081 2026-10-09 Capital is moving, institutions are asking, and Robinhood users want large BSV access. Post 1, Post 2 unverified Funding records, authenticated institutional enquiries, and deduplicated Robinhood customer evidence. Nancy; John
C082 2026-10-09 An AI-sourced account describes BSV Claims Limited's leadership, Softwhale funding, advisers, and ongoing litigation. Post unverified Current company filings, court records, funding disclosures, and counsel review. An AI response is not a primary legal source. Counsel via Gavin
C083 2026-10-09 A CoinMarketCap remodel and Bitcoin Protocol / BCP rebrand are proposed. Post verified The post and attached draft establish a proposal. They do not establish CMC adoption, an exchange-symbol change, or a binding mandate. Nancy; Gavin
C084 2026-10-09 The draft profile describes restoration of the original protocol in 2018, direct payments, and original address formats. Post unverified Qualified technical review of fork history, protocol differences, address scope, and settlement claims. Draft marketing copy is not verification. John
C085 2026-10-09 The draft profile claims low fees, scalable capacity, broad application support, and tests up to one million TPS. Post unverified Versioned benchmarks, environment, transaction mix, measured costs, limits, and repeatable results. Separate test throughput from mainnet performance. John
C086 2026-10-09 Robinhood displays BSV market data. Post verified Robinhood's Crypto availability page, checked 12 October, lists BSV under market data without trading support. This establishes no listing plan. John
C087 2026-10-09 Robinhood could relist with no integration effort; desks are asking and capital is ready. Post unverified Written engineering, custody, compliance, demand, and funding evidence. A displayed price is not an integration assessment. Nancy; John
C088 2026-10-09 Nancy studied BlackRock's tokenization roadmap for years; capital is ready and access is opening. Post unverified Dated public research and authenticated financial and venue records. This establishes no BlackRock involvement. Nancy
C089 2026-10-10 Capital is moving and exchange access is opening. Post unverified Authenticated funding records and venue decisions. Promotional language is not a receipt or commitment. Nancy
C090 2026-10-10 The stated focus is obtaining BSV listings and easier access. Post 1, Post 2 verified The posts establish the stated aim only. They do not establish any successful application. Nancy
C091 2026-10-10 A Base token already uses the proposed ticker, but BSV could readily take priority. Post unverified Identify the token and current routing, then obtain data-provider and exchange policies. Priority is not controlled by the association. John; Nancy
C092 2026-10-10 Prior litigation caused exchange exclusion, and the new movement rejects that approach. Post unverified Venue-specific evidence for the cause. The post records opposition to litigation, but a signed association-only posture needs records and authority. Nancy; counsel via Gavin
C093 2026-10-10 A different attitude and rebrand could secure relisting despite earlier hostile exchanges. Post unverified This is a hypothesis. Obtain actual venue feedback and requirements rather than infer approval from branding. Nancy
C094 2026-10-10 BSV USA produced the proposed CoinMarketCap material. Post unverified Version history and contributor confirmation. BSV Esq. describes the idea as exploratory. Shared draft copy does not establish approval. Nancy; Gavin
C095 2026-10-10 Discussion of BCP immediately lifted BSV's price and showed market approval. Post unverified Time-matched market data and an analysis of other causes. A price change alone cannot establish causation or a voting mandate. Nancy; John
C096 2026-10-10 Meeting 2's agenda reports a chosen name, documents out for signature, legal work, an open chat, and a state roll. Post unverified Poll archive, formation versions and signatures, professional engagement, and consented participation records. Proposed agenda items are not completed actions. Nancy; counsel via Gavin
C097 2026-10-10 Daily exchange outreach and a CoinMarketCap remodel are underway. Post unverified Dated work products and a CMC submission or acknowledgement. Public tagging alone does not establish exchange engagement. Nancy; Gavin
C098 2026-10-10 Prior cases and a £9.9 billion exchange claim are summarized, including funding and a December 2025 appeal refusal. Post unverified Current official judgments, case numbers, party and funding records, and counsel's summary of what remains live. Counsel via Gavin
C099 2026-10-10 Robinhood has about 90 assets, a written committee process, and a 2026 tokenization plan. Post unverified Dated official product inventory, current review criteria, and company announcements. None confirms BSV eligibility. Nancy
C100 2026-10-10 Hyperliquid offers a BSV perpetual route through six HIP-3 deployers or spot through Unit, with 13 assets on eight chains. Post unverified Current deployer and Unit documentation, native-asset support, legal limits, listing requirements, and authenticated counterparties. No BSV listing is established. John; counsel via Gavin
C101 2026-10-10 Four small tokens already use BCP; a holder recommendation could proceed to CMC and exchanges. Post unverified A dated ticker inventory, routing checks, poll rules, and each platform's change process. No binding rename authority is established. Nancy; John
C102 2026-10-10 BSV x402 is live; Google, Visa and Stripe are adopting x402; tokenized-equity permissions and a securities-market rollout are imminent. Post unverified Separate BSV deployments from wider x402 announcements. Obtain primary corporate and regulatory notices with exact products and dates. John; counsel via Gavin
C103 2026-10-10 Meeting 2 will confirm state captains, workstream owners, deadlines, and votes. Post verified The agenda establishes intended business only. Recording-backed minutes and accepted assignments are still needed. Nancy
C104 2026-10-10 Robinhood shows BSV's price but does not provide a purchase option. Post verified The public question matches Robinhood's Crypto availability page checked on 12 October. Market-data coverage establishes no future listing intent. John
C105 2026-10-10 The second public Space is announced and held on 10 October. Post 1, Post 2 verified Announcement, Space link, and recording establish the public meeting. They do not establish every claimed vote or appointment. Nancy
C106 2026-10-10 The host says a committee has formed and lawyers are ready to prepare the packet. Public Space unverified Committee appointment records, named qualified counsel, engagement letters, and accepted work scope. Nancy; counsel via Gavin
C107 2026-10-10 The host presents Robinhood as unaffected by exchange litigation and security as the main delisting cause. Public Space unverified Venue-specific case records and Robinhood's own reasons. Its 2022 filing documents security risk but does not prove the sole or main cause. Counsel via Gavin
C108 2026-10-10 Six documents and a two-page commodity-style letter could support a Bitstamp approach. Public Space verified The Space at 08:18 to 10:28 establishes a proposal. It does not establish finished documents, a favorable legal opinion, or acceptance. John; counsel via Gavin
C109 2026-10-10 A Bitstamp listing form is available, and about 1,000 Robinhood requests would trigger consideration. Public Space unverified Obtain the current form and written Robinhood threshold. The checked framework provides an email route, not proof of a live form or trigger. Nancy
C110 2026-10-10 Robinhood owns Bitstamp, which has a published listing enquiry route. Post verified Robinhood's acquisition announcement has a 2 June 2025 closing update. Bitstamp's Digital Asset Listing Framework gives asset.listing@bitstamp.net. No response or listing is promised. Nancy
C111 2026-10-10 BSV USA is approaching Bitstamp as a route to Robinhood. Post unverified Submission contents, delivery receipt, verified recipient, and written review scope. Shared ownership does not establish automatic approval. Nancy

C113 2026-10-10 Nancy calls the rebrand poll official and invites votes. Post unverified The endorsement and poll by @BitcoinSV2026 exist. Official authority, options, totals, closing state, and binding effect require an archive and governance rules. Nancy
C114 2026-10-10 Diligence research is complete, the route is open, capital is moving, and work is fully transparent. Post unverified Completed reviewed documents, a public evidence register, authenticated venue feedback, and funding records. Four plan screenshots do not establish completion. Nancy; John
C115 2026-10-10 Three attacks occurred in June to August 2021, TAAL had about 78 percent of hashpower, and over 12 blocks were rewritten. Post unverified Incident-level primary records, block hashes, depth calculations, and a dated pool-share method. The exact count, share, and depth require verification. John
C116 2026-10-10 Robinhood's SEC report describes attackers taking control of BSV in August 2021. Post verified Robinhood's 2022 Form 10-K, page 49, SEC accession 0001783879-23-000045, confirms the reported event. It is not a complete incident history. John
C117 2026-10-10 Attacks were the whole reason for delisting; Coinbase stopped trading that day and other exchanges paused. Post unverified Original venue notices and product scope. Coinbase trading and withdrawal support must be distinguished. Do not infer a universal cause from one filing. Nancy; John
C118 2026-10-10 Robinhood announced withdrawal of support on 11 January 2023 and Coinbase later converted remaining BSV. Post unverified Original dated notices and terms for each venue, including the asset used for any conversion. Nancy; John
C119 2026-10-10 Robinhood ended BSV support on 25 January 2023 after a listing-framework review. Post verified Robinhood's 2022 Form 10-K, page 56, supplies the deadline and describes selling remaining balances. The review does not identify one exclusive cause. John
C120 2026-10-10 Robinhood expanded from 19 assets in 2024 to over 45 by December 2025, added 17 then 18, and launched a chain in July 2026. Post unverified Dated company inventories and launch notices, with product and jurisdiction scope. Asset additions do not predict BSV approval. Nancy
C121 2026-10-10 Robinhood uses five committee tests, external trading firms, and Bitstamp order routing. Post unverified Current official review and execution policies. Confirm which products, entities, and jurisdictions the description covers. Nancy; John
C122 2026-10-10 BSV could be enabled in 49 states first and New York later. Post unverified Counsel's current jurisdiction analysis and the venue's written deployment decision. A geographic timetable cannot be promised by organizers. Counsel via Gavin
C123 2026-10-10 Every exchange needs the same six documents and nothing else for a listing. Post unverified Each venue's current written requirements. Six documents are an organizing format, not proof that every review condition is met. Nancy; John; counsel via Gavin
C124 2026-10-10 An external security report and a commodity-style legal letter can provide favorable conclusions. Post unverified Independent findings and a qualified signed legal opinion with assumptions and limits. Conclusions cannot be specified in advance. John; counsel via Gavin
C125 2026-10-10 TRM already covers BSV; Chainalysis and Elliptic could provide screening confirmations. Post unverified Provider-issued native-BSV coverage, product scope, capabilities, limitations, and date. A suggested enquiry is not a confirmation. John; counsel via Gavin
C126 2026-10-10 B2C2 or Wintermute could supply a trading promise because they already work with Robinhood. Post unverified Current relationships and a signed BSV trading commitment, including venue, capital, pairs, duration, and conditions. Nancy
C127 2026-10-10 A proposed demand sheet would contain 1,000 Robinhood requests and members by state. Post verified The images establish a target and proposed document, not an achieved count. Verify unique people, customer status, consent, and request dates. Nancy; John
C128 2026-10-10 A two-page technical sheet would use help from the existing BSV Association. Post unverified A completed technical guide and an accepted support commitment. A proposed collaborator is not an engaged partner. John
C129 2026-10-10 Security work is estimated at $30,000 to $100,000 and legal work at $25,000 to $75,000, without a token sale or fund. Post verified These are published estimates and a proposed funding approach only. Quotes, approved budgets, and funding are not supplied. Nancy; John; counsel via Gavin
C130 2026-10-10 Bitstamp was bought for $200 million and is the fastest, easier route to Robinhood. Post unverified Final acquisition consideration and venue-confirmed process. The public announcement's approximate expected price does not prove an easier or faster BSV review. Nancy; counsel via Gavin
C131 2026-10-10 Bitstamp lists over 115 coins and faces less strict European rules than Robinhood in the US. Post unverified Dated asset inventory and counsel's product-specific jurisdiction comparison. Geography is not evidence that BSV will pass review. Counsel via Gavin
C132 2026-10-10 Bitstamp liquidity would solve Robinhood's trading problem and its review would serve as Robinhood's review. Post unverified Written confirmation from both decision-making teams, actual liquidity, and jurisdiction scope. No automatic shared approval is established. Nancy; John
C133 2026-10-10 Bitstamp's framework invites documented enquiries and creates no response or listing obligation. Post verified The Digital Asset Listing Framework, opening section, checked 12 October, supports that limited statement. Nancy
C134 2026-10-10 Gavin is counsel of record for a submission. Post unverified Verified professional qualifications, engagement, client identity, and authority. Until then describe Gavin as coordinating counsel review. Gavin; counsel
C135 2026-10-10 Robinhood executives want a thousand customer requests and a letter to senior crypto staff can advance the review. Post unverified Authenticated official statements, current roles, and accepted submission protocol. A support interaction does not establish listing authority. Nancy
C136 2026-10-10 Hiring and dossier work by November, completion by December, and a spring 2027 US listing are feasible. Post unverified Approved resources, completed milestones, and venue-owned decisions. This is a proposed schedule, not an agreed listing date. Nancy; John; counsel via Gavin
C137 2026-10-10 Another attack, litigation, missing legal or trading support, or a mid-review rename would stop the plan. Post unverified Treat these as proposed risk factors. The actual venue must identify its blockers. Reconcile the rename warning with earlier rebrand promotion. Nancy; John; counsel via Gavin
C138 2026-10-11 Robinhood arranged a Zoom meeting with Nancy to discuss relisting. Post unverified Matching authenticated corporate email and invite, independently confirmed employment, team remit, and agenda. The device-support exchange on X does not establish Robinhood affiliation or listing authority. Nancy; John verifies; Gavin reviews scope
C139 2026-10-11 BSV USA is fully transparent, with no private decision-making and capital moving. Post unverified Published decisions, authority, minutes, financial records, and accessible evidence. Transparency language does not verify money or institutional meetings. Nancy; John

4Maintenance procedure proposed for adoption

Adding and checking claims. Nancy adds a row before any new public statement by the association. Anyone may flag an omission or submit evidence. John may add technical rows. The person making a claim supplies the evidence. Preserve the post ID, date, exact scope, evidence reference, owner, status, and last review date in the evidence register. Keep a dated public snapshot where permitted, since posts can change or disappear. New factual claims start as unverified. They cannot be announced as fact until the evidence is checked.

John reviews technical and counting evidence. Qualified counsel reviews legal claims through Gavin. An additional organizer checks Nancy's own factual claims. The reviewer records what was checked, the evidence date, and the approved public wording. Every status change must identify its claim ID, previous status, new status, reviewer, date, and evidence reference. An invitation authenticates only an invitation. A funding pledge authenticates only its stated terms. Neither proves completion. Restricted evidence needs a consented, public verification summary before it can support a public claim. Keep private correspondence out of the public ledger.

The weekly Space. Nancy puts ledger review on every weekly public Space agenda. John reports technical gaps. Gavin reports the status of counsel review without disclosing privileged advice. Read new rows, overdue evidence, contradictions, status changes, and corrections. Set an owner and due date for each open item. Publish recording-backed minutes and a change log afterward. Record any missed review and a new date. A vote cannot turn an unsupported statement into a verified fact.

Corrections and withdrawals. Preserve the original row and post link. Add the dated correction or withdrawal, replacement wording, evidence, reviewer, and reason. Do not erase an embarrassing claim or treat a deleted post as a retraction. For time-sensitive facts, state the date through which the evidence applies. Reopen a row as unverified if the evidence no longer supports its scope. Material errors should be corrected promptly rather than held for the weekly meeting. An unresolved Robinhood identity must not be described as confirmed impersonation.

The monthly BSV anchor. The proposed cutoff is the final day of each month at 23:59 UTC. Nancy closes the reviewed version. John exports the exact ledger bytes from the recorded Git commit into an immutable monthly snapshot, such as claims-ledger-2026-10.md. Publish that downloadable file as UTF-8 with LF line endings and a final newline. Record its byte count and SHA-256 digest. Preserve old snapshots when the live ledger changes.

After approval of a fee budget and payer, John or the authorized publisher writes that digest to a data output in a BSV mainnet transaction. Include a protocol label, format version, month, full Git commit, byte count, and previous anchor transaction ID. Use the following fields, with actual values replacing placeholders:

type: bsv-usa-claims-ledger
version: 1
period: 2026-10
algorithm: SHA-256
digest: <64 lowercase hexadecimal characters>
bytes: <exact byte count>
git_commit: <full commit identifier>
previous_txid: <previous anchor transaction ID, or null for the first>

Publish a separate receipt with the snapshot location, digest, transaction ID, data-output index, payload encoding, block height and hash, confirmation count, and check time. Identify the authorized publishing key or account. Do not insert the receipt into the already hashed snapshot. Put it in the release record and the next ledger version. If the transaction is unconfirmed or reorganized out, mark that state and preserve any replacement receipt.

How anyone checks it. Download the dated snapshot as a file, not text copied from a rendered page. Run:

shasum -a 256 claims-ledger-2026-10.md
wc -c < claims-ledger-2026-10.md

Compare the digest and byte count with the receipt and the decoded transaction output. Independently retrieve that BSV mainnet transaction using a node or public explorer. Confirm its block inclusion and current confirmations. For a proof-based check, verify the transaction's Merkle proof against the accepted header chain. Check the publishing identity and previous anchor reference as well. A changed byte produces a different digest. The anchor establishes a commitment to those bytes by the time of inclusion. It does not prove that the claims are true, the ledger is complete, or the publisher had legal authority.

Current anchor status: Not published. No transaction has been sent and no money has been spent for this draft. Network fees require an approved payer and budget. Until then, publish the local digest and mark the on-chain anchor pending. A local hash is not an on-chain record.

5Decisions we need from reviewers

For Organizers, Gavin unless an item names someone. Reply in the group chat with the document and the number, for example "Claims ledger D2".

  • D1
Will the organizers adopt the rule that nothing is said publicly until it sits in the data room with evidence?
  • D2
Do Nancy, John, and the proposed independent reviewer accept their maintenance and review roles?
  • D3
Which formation documents, signatures, funding records, and membership rules can now be supplied or publicly summarized?

Who will retain qualified counsel and confirm that Gavin is described accurately?
  • D7
Do reviewers accept the weekly Space procedure and the proposed month-end cutoff?
  • D8
