1The rule
Nothing is said publicly until it sits in the data room with evidence.
This is the proposed rule for adoption. It covers posts, Spaces, interviews, applications, and statements made for the association. An unsupported historical claim stays in this ledger. It must not be repeated as established fact. A proposal must be called a proposal. A conversation, a support reply, a listing review, and an approved listing are different events.
Nancy (@NasdaqNancy) is the pseudonymous founder. John Calhoun (@johncalhooon) is the named Director and owns the technical half of the data room. Nancy owns the public claims record. John checks technical evidence. Gavin coordinates legal review with qualified counsel. The owner column assigns proposed follow-up responsibility. It does not establish a professional engagement or confirm the claim.
2Scope and status
This ledger covers substantive claims and commitments by the host or in association material found in the public-record research through 11 October 2026. The period starts on 28 September. It includes authored posts, agenda images, the draft CoinMarketCap profile, the diligence-plan images, and public Space claims described in that research. Full collected post text was checked where the research appendix used excerpts. Dates are Eastern time, UTC minus four hours. Space rows use the meeting date, even if the linked announcement was posted earlier.
Bare requests to call, greetings, jokes, personal device details, and reposts without added assertions are not separate association claims. Third-party comments do not become association statements merely because someone attended a Space. Policy proposals and predictions are labeled as such. Related parts of one claim share a row. Repeated material claims retain their post links. This is a bounded collection, not a claim that every post on X was captured.
- verified: Evidence supports the exact, limited claim in the row. For a proposal or invitation, only its publication is verified. This does not verify delivery or adoption.
- unverified: Evidence is missing, incomplete, conflicting, or does not support the stated scope. This does not mean false.
- withdrawn: The speaker has expressly retracted the claim. Keep the original and add the dated public withdrawal.
- corrected: A dated public correction and evidence support replacement wording. Preserve both versions.
No express withdrawal or public correction of the disputed claims has been authenticated for this draft. A contradiction is not silently marked corrected. A suggested correction is not an adopted statement.
This draft contains 139 rows: 27 verified within their stated limits and 112 unverified. Many verified rows establish only that a proposal or invitation was published. None verifies the claimed funding, legal formation, institutional agreements, Robinhood meeting, or an exchange listing commitment.
All hyperlinks below lead to public posts. Public primary documents are identified by publisher and title in the evidence notes. Private chat is not quoted or linked. A post proves that an assertion was made. It does not prove the asserted funding, meeting, legal status, or approval.
3Public claims
| ID | Date | Claim in one line | Public post | Evidence status | What would verify it, or what the evidence establishes | Owner |
|---|---|---|---|---|---|---|
| C001 | 2026-09-28 | A US association is being organized to raise BSV's price and recruit large liquidity providers. | Post | verified | The post establishes an organizing announcement and stated aim only. Formation, money received, and any price effect need separate proof. | Nancy |
| C002 | 2026-09-28 | Calls and DMs are arriving about the association; Bitcoin Stripe Vision is proposed. | Post | unverified | A consented contact summary would establish incoming interest. The branding phrase does not establish a Stripe relationship. | Nancy |
| C003 | 2026-09-29 | Funding is secured, institutional money is involved, and association places are nearly full. | Post | unverified | Amount, provider, conditions, receipts or binding commitments, account control, and a defined membership capacity. Separate liquidity from operating funds. | Nancy; John reviews records |
| C004 | 2026-09-29 | Nancy has news that will permanently change BSV. | Post | unverified | Identify the claimed event and supply dated evidence before making a concrete announcement. | Nancy |
| C005 | 2026-09-29 | Stripe, Visa, and an unnamed party reviewed the charter; an NDA covers the third party. | Post 1, Post 2 | unverified | Authenticated counterparty identities, dated agendas and confirmation of scope. Counsel checks the NDA and permits any public summary. | Nancy; counsel via Gavin |
| C006 | 2026-09-29 | An agreement was reached with the tagged @Larryfinkpr account. | Post | unverified | Independently authenticate the counterparty and obtain agreement terms and disclosure permission. The account was not authenticated as Larry Fink or BlackRock. | Nancy; counsel via Gavin |
| C007 | 2026-09-29 | Institutions are joining after years without effective BSV relationships. | Post | unverified | Identify each relationship, stage, and counterparty confirmation. Broad claims about all prior work need a defined historical record. | Nancy |
| C008 | 2026-09-29 | A relisting is likely soon, and institutional money is being gathered for it. | Post | unverified | A dated venue decision and authenticated funding records. This is a prediction, not an exchange commitment. | Nancy |
| C009 | 2026-09-30 | Nancy is taking institutional meetings after years of no outbound work or relationships. | Post | unverified | A dated meeting register and counterparty confirmation. The universal claim about earlier work is unsupported. | Nancy |

| C011 | 2026-10-02 | Large BSV purchases are unavailable on Coinbase or OKX; access alone explains its failure. | Post | unverified | Dated venue and jurisdiction checks, order-size limits, and evidence for the causal claim. A failed purchase is not a complete diagnosis. | Nancy; John |
| C012 | 2026-10-02 | Further Visa and Stripe charter meetings and confidential follow-ups are taking place. | Post | unverified | Separate scheduled from completed meetings. Obtain authenticated counterparty confirmation, scope, and permission to disclose. | Nancy; counsel via Gavin |

| C015 | 2026-10-02 | BSV is available through smaller venues and wallets, but institutions buy only through major exchanges. | Post | unverified | Dated venue availability and customer evidence. The categorical claim about institutional behavior is unsupported. | Nancy; John |
| C016 | 2026-10-02 | US participants are invited to join the new association. | Post | verified | The post establishes the invitation. Membership, acceptance, and legal status require records. | Nancy |
| C017 | 2026-10-02 | AI agents have sent more than 1,000 messages to Coinbase executives and compliance staff. | Post | unverified | Dated delivery logs, unique-recipient counts, operator identity, and method. | C023 | 2026-10-05 | Hyperliquid is on Bloomberg, tokenized stocks are live elsewhere, and BSV has one final opportunity. | Post | unverified | Provider announcements and product scope for the first two claims. No evidence establishes a final deadline for BSV. | Nancy; John |

| C025 | 2026-10-05 | Management sabotage, ego, and litigation drove institutions away; the new association is US-only. | Post | unverified | Specific documented conduct and counterparty reasons for any factual allegation. The post establishes a stated membership preference only. | Nancy; counsel via Gavin |
| C026 | 2026-10-05 | The SEC opened tokenized stocks, the CFTC acted, and Base is listing pairs while BSV is absent. | Post | unverified | Identify the exact orders, dates, jurisdictions, permissions, and live products. General legal claims need counsel's review. | Counsel via Gavin; John |
| C027 | 2026-10-06 | JPMorgan gave Solana an institutional settlement route that BSV could already support. | Post | unverified | Official counterparty announcement, program scope, and technical comparison. The reviewed research did not verify the program. | Nancy; John |

| C029 | 2026-10-06 | BSV lacks major exchange access, stablecoins, tokenized stocks, ETFs, and large-company communication. | Post | unverified | Dated inventories and a defined scope for each claimed absence. Communication cannot be inferred from public silence. | Nancy; John |

| C031 | 2026-10-06 | Solana has banking relationships while BSV has never had them. | Post | unverified | Named counterparty records and a defined comparison period. A universal historical absence has not been established. | Nancy |
| C032 | 2026-10-06 | Institutions reject the BSV name because compliance and legal teams have flagged it. | Post | unverified | Authenticated decision-maker feedback with exact reasons and scope. Do not convert unnamed conversations into a market-wide conclusion. | Nancy; counsel via Gavin |
| C033 | 2026-10-06 | Major undisclosed information explains selling, and people informed early are already acting. | Post | unverified | Identify the event, source, timing, and evidence of the asserted connection to trading. | C043 | 2026-10-08 | The agenda describes stablecoin law, tokenized-stock permissions, and CLARITY as one vote away. | Post | unverified | Exact legislation, official orders, legislative stage, dates, and counsel's interpretation. An agenda is not legal authority. | Counsel via Gavin |
| C044 | 2026-10-08 | A contract was sent to John Calhoun. | Post | unverified | The dated contract and delivery record. A signature, office, or signing authority requires its own evidence. | Nancy; John |
| C045 | 2026-10-08 | The association is transparent and governed for its participants. | Post | unverified | Published roles, minutes, decision rules, budget, and evidence access. A statement of intent alone does not demonstrate practice. | Nancy; John |
| C046 | 2026-10-08 | Meeting 1 is called for 6 p.m. Eastern and a public Space is opened. | Post 1, Post 2 | verified | The announcement and public Space record establish the meeting. They do not validate every statement made in it. | Nancy |

| C093 | 2026-10-10 | A different attitude and rebrand could secure relisting despite earlier hostile exchanges. | Post | unverified | This is a hypothesis. Obtain actual venue feedback and requirements rather than infer approval from branding. | Nancy |
| C094 | 2026-10-10 | BSV USA produced the proposed CoinMarketCap material. | Post | unverified | Version history and contributor confirmation. BSV Esq. describes the idea as exploratory. Shared draft copy does not establish approval. | Nancy; Gavin |

Obtain primary corporate and regulatory notices with exact products and dates. | John; counsel via Gavin |

It does not establish finished documents, a favorable legal opinion, or acceptance. | John; counsel via Gavin |
| C109 | 2026-10-10 | A Bitstamp listing form is available, and about 1,000 Robinhood requests would trigger consideration. | Public Space | unverified | Obtain the current form and written Robinhood threshold. The checked framework provides an email route, not proof of a live form or trigger. | Nancy |
| C110 | 2026-10-10 | Robinhood owns Bitstamp, which has a published listing enquiry route. | Post | verified | Robinhood's acquisition announcement has a 2 June 2025 closing update. Bitstamp's Digital Asset Listing Framework gives asset.listing@bitstamp.net. No response or listing is promised. | Nancy |
| C111 | 2026-10-10 | BSV USA is approaching Bitstamp as a route to Robinhood. | Post | unverified | Submission contents, delivery receipt, verified recipient, and written review scope. Shared ownership does not establish automatic approval. | Nancy |

| C113 | 2026-10-10 | Nancy calls the rebrand poll official and invites votes. | Post | unverified | The endorsement and poll by @BitcoinSV2026 exist. Official authority, options, totals, closing state, and binding effect require an archive and governance rules. | Nancy |
| C114 | 2026-10-10 | Diligence research is complete, the route is open, capital is moving, and work is fully transparent. | Post | unverified | Completed reviewed documents, a public evidence register, authenticated venue feedback, and funding records. Four plan screenshots do not establish completion. | Nancy; John |
| C115 | 2026-10-10 | Three attacks occurred in June to August 2021, TAAL had about 78 percent of hashpower, and over 12 blocks were rewritten. | Post | unverified | Incident-level primary records, block hashes, depth calculations, and a dated pool-share method. The exact count, share, and depth require verification. | John |
| C116 | 2026-10-10 | Robinhood's SEC report describes attackers taking control of BSV in August 2021. | Post | verified | Robinhood's 2022 Form 10-K, page 49, SEC accession 0001783879-23-000045, confirms the reported event. It is not a complete incident history. | John |
| C117 | 2026-10-10 | Attacks were the whole reason for delisting; Coinbase stopped trading that day and other exchanges paused. | Post | unverified | Original venue notices and product scope. Coinbase trading and withdrawal support must be distinguished. Do not infer a universal cause from one filing. | Nancy; John |
| C118 | 2026-10-10 | Robinhood announced withdrawal of support on 11 January 2023 and Coinbase later converted remaining BSV. | Post | unverified | Original dated notices and terms for each venue, including the asset used for any conversion. | Nancy; John |
| C119 | 2026-10-10 | Robinhood ended BSV support on 25 January 2023 after a listing-framework review. | Post | verified | Robinhood's 2022 Form 10-K, page 56, supplies the deadline and describes selling remaining balances. The review does not identify one exclusive cause. | John |
| C120 | 2026-10-10 | Robinhood expanded from 19 assets in 2024 to over 45 by December 2025, added 17 then 18, and launched a chain in July 2026. | Post | unverified | Dated company inventories and launch notices, with product and jurisdiction scope. Asset additions do not predict BSV approval. | Nancy |
| C121 | 2026-10-10 | Robinhood uses five committee tests, external trading firms, and Bitstamp order routing. | Post | unverified | Current official review and execution policies. Confirm which products, entities, and jurisdictions the description covers. | Nancy; John |

| C123 | 2026-10-10 | Every exchange needs the same six documents and nothing else for a listing. | Post | unverified | Each venue's current written requirements. Six documents are an organizing format, not proof that every review condition is met. | Nancy; John; counsel via Gavin |
| C124 | 2026-10-10 | An external security report and a commodity-style legal letter can provide favorable conclusions. | Post | unverified | Independent findings and a qualified signed legal opinion with assumptions and limits. Conclusions cannot be specified in advance. | John; counsel via Gavin |
| C125 | 2026-10-10 | TRM already covers BSV; Chainalysis and Elliptic could provide screening confirmations. | Post | unverified | Provider-issued native-BSV coverage, product scope, capabilities, limitations, and date. A suggested enquiry is not a confirmation. | John; counsel via Gavin |
| C126 | 2026-10-10 | B2C2 or Wintermute could supply a trading promise because they already work with Robinhood. | Post | unverified | Current relationships and a signed BSV trading commitment, including venue, capital, pairs, duration, and conditions. | Nancy |
| C127 | 2026-10-10 | A proposed demand sheet would contain 1,000 Robinhood requests and members by state. | Post | verified | The images establish a target and proposed document, not an achieved count. Verify unique people, customer status, consent, and request dates. | Nancy; John |
| C128 | 2026-10-10 | A two-page technical sheet would use help from the existing BSV Association. | Post | unverified | A completed technical guide and an accepted support commitment. A proposed collaborator is not an engaged partner. | John |
| C129 | 2026-10-10 | Security work is estimated at $30,000 to $100,000 and legal work at $25,000 to $75,000, without a token sale or fund. | Post | verified | These are published estimates and a proposed funding approach only. Quotes, approved budgets, and funding are not supplied. | Nancy; John; counsel via Gavin |
| C130 | 2026-10-10 | Bitstamp was bought for $200 million and is the fastest, easier route to Robinhood. | Post | unverified | Final acquisition consideration and venue-confirmed process. The public announcement's approximate expected price does not prove an easier or faster BSV review. | Nancy; counsel via Gavin |
| C131 | 2026-10-10 | Bitstamp lists over 115 coins and faces less strict European rules than Robinhood in the US. | Post | unverified | Dated asset inventory and counsel's product-specific jurisdiction comparison. Geography is not evidence that BSV will pass review. | Counsel via Gavin |
| C132 | 2026-10-10 | Bitstamp liquidity would solve Robinhood's trading problem and its review would serve as Robinhood's review. | Post | unverified | Written confirmation from both decision-making teams, actual liquidity, and jurisdiction scope. No automatic shared approval is established. | Nancy; John |
| C133 | 2026-10-10 | Bitstamp's framework invites documented enquiries and creates no response or listing obligation. | Post | verified | The Digital Asset Listing Framework, opening section, checked 12 October, supports that limited statement. | Nancy |
| C134 | 2026-10-10 | Gavin is counsel of record for a submission. | Post | unverified | Verified professional qualifications, engagement, client identity, and authority. Until then describe Gavin as coordinating counsel review. | Gavin; counsel |
| C135 | 2026-10-10 | Robinhood executives want a thousand customer requests and a letter to senior crypto staff can advance the review. | Post | unverified | Authenticated official statements, current roles, and accepted submission protocol. A support interaction does not establish listing authority. | Nancy |
| C136 | 2026-10-10 | Hiring and dossier work by November, completion by December, and a spring 2027 US listing are feasible. | Post | unverified | Approved resources, completed milestones, and venue-owned decisions. This is a proposed schedule, not an agreed listing date. | Nancy; John; counsel via Gavin |
| C137 | 2026-10-10 | Another attack, litigation, missing legal or trading support, or a mid-review rename would stop the plan. | Post | unverified | Treat these as proposed risk factors. The actual venue must identify its blockers. Reconcile the rename warning with earlier rebrand promotion. | Nancy; John; counsel via Gavin |
| C138 | 2026-10-11 | Robinhood arranged a Zoom meeting with Nancy to discuss relisting. | Post | unverified | Matching authenticated corporate email and invite, independently confirmed employment, team remit, and agenda. The device-support exchange on X does not establish Robinhood affiliation or listing authority. | Nancy; John verifies; Gavin reviews scope |
| C139 | 2026-10-11 | BSV USA is fully transparent, with no private decision-making and capital moving. | Post | unverified | Published decisions, authority, minutes, financial records, and accessible evidence. Transparency language does not verify money or institutional meetings. | Nancy; John |
4Maintenance procedure proposed for adoption
Adding and checking claims. Nancy adds a row before any new public statement by the association. Anyone may flag an omission or submit evidence. John may add technical rows. The person making a claim supplies the evidence. Preserve the post ID, date, exact scope, evidence reference, owner, status, and last review date in the evidence register. Keep a dated public snapshot where permitted, since posts can change or disappear. New factual claims start as unverified. They cannot be announced as fact until the evidence is checked.
John reviews technical and counting evidence. Qualified counsel reviews legal claims through Gavin. An additional organizer checks Nancy's own factual claims. The reviewer records what was checked, the evidence date, and the approved public wording. Every status change must identify its claim ID, previous status, new status, reviewer, date, and evidence reference. An invitation authenticates only an invitation. A funding pledge authenticates only its stated terms. Neither proves completion. Restricted evidence needs a consented, public verification summary before it can support a public claim. Keep private correspondence out of the public ledger.
The weekly Space. Nancy puts ledger review on every weekly public Space agenda. John reports technical gaps. Gavin reports the status of counsel review without disclosing privileged advice. Read new rows, overdue evidence, contradictions, status changes, and corrections. Set an owner and due date for each open item. Publish recording-backed minutes and a change log afterward. Record any missed review and a new date. A vote cannot turn an unsupported statement into a verified fact.
Corrections and withdrawals. Preserve the original row and post link. Add the dated correction or withdrawal, replacement wording, evidence, reviewer, and reason. Do not erase an embarrassing claim or treat a deleted post as a retraction. For time-sensitive facts, state the date through which the evidence applies. Reopen a row as unverified if the evidence no longer supports its scope. Material errors should be corrected promptly rather than held for the weekly meeting. An unresolved Robinhood identity must not be described as confirmed impersonation.
The monthly BSV anchor. The proposed cutoff is the final day of each month at 23:59 UTC. Nancy closes the reviewed version. John exports the exact ledger bytes from the recorded Git commit into an immutable monthly snapshot, such as claims-ledger-2026-10.md. Publish that downloadable file as UTF-8 with LF line endings and a final newline. Record its byte count and SHA-256 digest. Preserve old snapshots when the live ledger changes.
After approval of a fee budget and payer, John or the authorized publisher writes that digest to a data output in a BSV mainnet transaction. Include a protocol label, format version, month, full Git commit, byte count, and previous anchor transaction ID. Use the following fields, with actual values replacing placeholders:
type: bsv-usa-claims-ledger
version: 1
period: 2026-10
algorithm: SHA-256
digest: <64 lowercase hexadecimal characters>
bytes: <exact byte count>
git_commit: <full commit identifier>
previous_txid: <previous anchor transaction ID, or null for the first>
Publish a separate receipt with the snapshot location, digest, transaction ID, data-output index, payload encoding, block height and hash, confirmation count, and check time. Identify the authorized publishing key or account. Do not insert the receipt into the already hashed snapshot. Put it in the release record and the next ledger version. If the transaction is unconfirmed or reorganized out, mark that state and preserve any replacement receipt.
How anyone checks it. Download the dated snapshot as a file, not text copied from a rendered page. Run:
shasum -a 256 claims-ledger-2026-10.md
wc -c < claims-ledger-2026-10.md
Compare the digest and byte count with the receipt and the decoded transaction output. Independently retrieve that BSV mainnet transaction using a node or public explorer. Confirm its block inclusion and current confirmations. For a proof-based check, verify the transaction's Merkle proof against the accepted header chain. Check the publishing identity and previous anchor reference as well. A changed byte produces a different digest. The anchor establishes a commitment to those bytes by the time of inclusion. It does not prove that the claims are true, the ledger is complete, or the publisher had legal authority.
Current anchor status: Not published. No transaction has been sent and no money has been spent for this draft. Network fees require an approved payer and budget. Until then, publish the local digest and mark the on-chain anchor pending. A local hash is not an on-chain record.
5Decisions we need from reviewers
For Organizers, Gavin unless an item names someone. Reply in the group chat with the document and the number, for example "Claims ledger D2".
